Be advise that you won't be able to upgrade the PSU or GPU on this customed PC.
You can use as it is, perhaps with some more RAM added.

What would be the point in upgrading the PS? The only video cards it fits don't need the extra power this delivers as it is.

He said "upgrade", not replace or repair. There's no need to upgrade the PS.
In the case of replace/repair you have 3 options:
You can have it repaired. Usually a bad capacitor, etc.
You can have it replaced with the oem part from acer.
There's also the possibility of just doing an outboard PS as long as the mobo accepts standard PS connectors.
