You'll get charged the full price + taxes when making the order with a trade-in online. When you go in-store to pick up the new phone and trade in your old phone, they'll refund you the difference and with that, your taxes will also be adjusted according to the final price.

Source: I traded in my Pixel 6 for a Pixel 7 a month ago at Best Buy.

No, the trade in must be less than the cost of the phone. You'll have to get 256gb.

I'm not sure how contractual obligations work but I'm sure Best Buy and Google saw how many people including myself traded in their iPhone XR in the previous promotion and want to keep converting more people to Google. Not bad at all being I had paid 600 for the XR on a promotion 3-4 years ago
