edit: the guy above me asks a good question... if you didn't select "activate later", then maybe that is why.. but you'd think they could cancel that order, then manually set a new order up so you don't need to activate at all there

Not all staff are familiar with the details of the promo. The employee I dealt with had to get help from someone else.
I like this way better than the Google Store promo where they are not liable for loss of your phone in either direction (should you get it sent back). They also don't give you the final eval until they look at it, and then if you don't agree with them they will not return the phone UNLESS you say the magic words that your personal information is on the phone and you demand it back. They are obligated by law to return it if you say that.
