This looks identical (including the ingredients) to the one they make for dogs (except for the pet picture). Does anyone know why this couldn't be used for dogs instead of cats?

Most likely is identical, pyrethrins are generally considered very safe for dogs while not considered safe for cats so if anyhing the cat one is probably safer for dogs than it is for cats.

Dead. Cedar oil works well for mites. Very safe too
