Shame on you Amazon for allowing vendor to claim that they "refurbish" these units. If the previous owner did not call Comcast and disable it being in their account, then the modem is not usable by anyone else.
I've owned both variants of this (CM8200 & SB8200) and they work reliably. The only exception is turning on link aggregation to use both Ethernet ports (for 2Gbps throughput) will only work for about 24 hours, after which the modem crashes and reboots automatically. This has been a known bug for several years but has not been addressed in any of the firmware updates available.

Comcast won't remove these from the old person's account over the phone. I've tried a number of times and they refuse. They will remove them from the old person's account if you take it into a Xfinity store and have it in hand, never had them deny me because it's obvious you now own the device. That requires you to have an Xfinity store close by. I've done probably 6 or 7 used ones in the Xfinity store no issues, failed with 4 on the phone before I gave up calling.

You can't use it if it's not deregistered. If you are using it then you are fine.
And if using a different company, it doesn't matter. I once moved from a Comcast area to a charter area, used the modem for a year with Charter no problems. When I moved back to the Comcast area at the end of that year, it wouldn't register because it was still on my old Comcast account (they took care of it over the phone because I was the account holder for both).
