Correct me if I'm wrong but I think this has been the price for a while....
This time it works for old customers, last time is works only for new customers.
I like that Android phones are starting to get reasonable compact again

Did you buy directly from Fi and port in or did you do BB sim activation and ordered as current customer of Fi with your trade in?

So you got the $300 S22 then since they only credit the $300 back to your credit card and rest to your account?

No trade ins for me. Just straight purchases. Google hardly offered me anything for my OnePlus 10 Pro. And my wife is still rocking an S10. I may just keep her S10 as a spare since it's not worth much.

The S21 trade-in kit I requested on 12/11 was for $480. The one I requested on 12/13 was $460.

Would a S21 in "C" condition (no cracks) that is fully functional be accepted for the full $460 trade in value by Fi?

If a certain phone condition wasn't asked by Fi when setting up the trade-in, they can't use it to deny the agreed trade-in value.

Anyone have experience with trading in phones that are locked to Rent-a-center? I've found a few resale on ebay but not sure what TIV will be.

Phones locked to many providers/carriers were accepted without problems or reduced TIV. But if the phones from Rent-a-center have money due on them, they probably blacklisted their IMEIs. If that's the case, those phones will be rejected for trade-in.

I wonder if I still have time to get in on this deal and how much waiting is necessary.

I got the S22 in August. My 120 days just ended at 11:15 AM, when it went to the "earned" section. From what i read in older threads, I shouldn't cancel my service till tomorrow to be safe. Do I have to wait after that to order as an existing customer?

With your current service since Aug, you won't have problems getting recognized as an existing customer. If you want to do the 30-day S22 deal, here are the steps:
1. Do NOT cancel your current service. If you do, then you will have to port-in a number. (My old S22 ended its service in Sept and I had to port-in a number for the new S22).
2. Order your S22 TODAY as an existing Fi member. If what a rep said in an email to ScottoDono is true, the deal is scheduled to end at the end of 1/1/23. Include any trade-in, but you can't use a referral code because you're already a Fi member.
3. When you get the new S22, activate it with its pre-installed SIM. It will say the number is currently on another phone (the old S22), do you want to transfer? Reply YES and service from the old S22 will be transferred to the new S22, along with current billing/credit, etc. The 30-day countdown will start when the new S22 is activated.
4. After 30 days and the new S22 has finished its required stay, you can cancel your Fi service.

I have a phone on promotion and the 120 days are up on 1/15. Is it possible to buy the new phone now as an existing customer and then activate after the promotion period expires on 1/15?

You should be able to do that because you'll have 30 days from shipping of the new phone to activate it.
