Closest AMD equivalent would be a 7700x. But 13th gen ends up the better deal as you can use DDR4 (cheap) or DDR5 (expensive, small gains). As well as cheap B660 or Z690 boards (B760 and Z790 too, but those are more expensive) while for the 7700x you have to buy expensive AM5 (B650, X670). So similar performance but the 13th gen build ends up cheaper.
If you are building a new system anyways, you should build a DDR5 system. They aren't that expensive right now and you would be able to use it in a future build as well (given that you upgrade/build a new one within the next 5-7 years).

The 13600 beats the 12700 by a small margin in terms of performance but price wise, I think the 12700 is a pretty nice deal
I'm not exactly sure how the efficiency cores work. i7 has 8 performance and 4 efficient but i5 has 6 performance and 8 efficient. Will the efficient cores be used if encoding video?

Yes they will be used for encoding.
Just think of it like this:
Performance cores= fastest, used first.
Efficiency cores= performance is a couple gens old, still fast, but excel in highly threaded applications (encoding, rendering, code compile, batches, etc)
In gaming your almost never using more than 6-8 cores, so the workload is entirely on the performance cores, and efficiency cores will run the background tasks like discord. If you fire up handbrake or whatever, then it will use the 6-8 performance cores and all efficiency cores.

So this would be better for encoding vs the i7-12700 since it has two more cores in total even though it's two less performance cores but four more efficient cores?
