Correct, sort of. I have been using these for years. If you don't clean the sponge/filter media every 3 or 4 weeks it can overflow. If you see water bypassing the normal outlet and coming out around the syphon tube that is a clue media is getting plugged, change it.
I use the sponge that comes with it, the porous ceramic type media and top it of with "Poly Fil".

AquaClear is probably the most popular brand of non-kit HOB filters. I wouldn't throw out the brand because of one bad experience.

If your basket is floating it doesn't have enough flow. There's also an adjustable piece on the bottom that allows you too angle the filter towards the tank, which would prevent ot from over flowing into the floor.

Correct, putting weight on the lid just masks the fact that whatever you have in the basket (sponge, filter floss, etc.) is clogged and impeding flow, don't do that.
Either clean out your filter media when this happens or if it's happening too frequently for your liking, change to more coarse filter media.
You might also want to put a prefilter on the intake tube (I put these on all my HOB's anyway since it increases the surface area, essentially supercharging the filter).
A lot of people either don't use that adjustable piece or adjust it till the filter is only level with the tank. I always have it angled towards the tank and it prevents any overflow issues onto the floor.

I use two sponges in the media compartment (model 70). Clean the filters once every other month. No issue since 1995. Bigger is always better if you have room to hang the filter.
