All depends on the plane and airline.
For example Jet Blue used to fly two different planes that had different luggage sizes. So while 20" class with wheels would fit Some required 19" class luggage.
$47.65 at Amazon with a list price of $49.90. I call bs on the $120 retail for this one

Expandable is heavier,so what's the point to expand it if it'll be overweight and you'll be charged. That is of concern only when flying however
My bad, I should have phrased my question a little better....few airlines (I know Emirates) do not allow luggage dimensions especially 20" to be used as a carry on as they do not fit in the overhead cabin space and must be checked-in.
I believe international standard is 19" for luggage, so this is a little too big. I have a Delsey 19" carry on, but it's three times the price. Never had an issue with it though!
Free checked bags are also a thing if you get the airline credit cards or are military.
