They usually do this. The 6a is newer than the 6 (and cheaper and not as capable) and they usually don't let you trade in that new of a phone.
In a year, you may see a decent 6a trade in value and the 7a, which isn't available yet, won't be included as an option to trade in.

I have 3 pixel 6's but on the fence if I want to risk it. I know two people who both got minimum trade-ins from Google and both phones were mint.

But how does trading in a Pixel 6 to get a Pixel 7 for just the cost of tax make any sense? They have access to your data already with the Pixel 6.
Perhaps there are write-offs for "marketing" and "promotion" offers? Perhaps they recycle these old, but very modern phones into government programs? Are these phones handed out as refurbished and "free", and the government pays Google them?
It sounds like the refund from trade in might take a few weeks (maybe longer during the holidays?)
