the Dell sale is better deal imho. you get 150 dollars gift card, 15% cash back on raku. That 19.95 extra charge is the dealbreaker for the jcpenney deal.

In the last picture it shows the chair and sign but in the description it does not mention it so I believe this is the arcade only. The dell deal does include the chair and sign.
