Seems like the cool factor here is that it has a base that you adhere to a surface so the cable ties stick to it. Not really sold on it personally versus plain cable ties but I'm sure someone out there will like it.

If you have a 3D printer, there are several things like this on Thingiverse that you can print for pennies and slap on any surface with an adhesive strip or double sided tape. No Velcro, of course, but they hold cables in place just fine.

I haven't used this but it slides on a desk edge so you don't even need adhesive, and there is a scad file if you want to customize it: https://www.thingiverse.com/thing:145187
