Apparently, EA has a bunch of independent licensing agreements with most of the football world, so they say that it will not have a widespread affect on being able to use certain international teams, players, stadiums, etc.
For some, this might be enough to spring for it, especially if it's cheaper like this. Personally, I don't care, and based on the reviews that I've seen, it doesn't seem to be anything earth-shattering over FIFA 22 (which was free for PS Plus members not that long ago), so it's not enough to convince me.
