You need a Switch to create account, but if you already have an account you can buy games on the nintendo site.
Account can be created on another Switch (it helps then to go to eShop and deactivate this Switch as primary).
Agreed! This is only one of two games that I've ever bought at full price and on multiple platforms (if anyone's interested, the other is Subnautica).

Im pretty sure they are referring to Nintendo in general. Most of us bought digital games prior to the Switch. Wii Shop is closed down. Wii U and 3DS shops shut down March 27th, 2023. Nintendo doesn't exactly have a stellar record of long term digital games support.
