A lot of the drama around Fluke seems to me to be around existential questions (what is a Fluke?). These often come up based upon the way the market has changed over time. Fluke is a brand tightly tied to safety, which is certainly a factor for buyers making a living off their multimeter since staying alive is a key part of the equation. However, something Fluke does to service the institutional market which doesn't always present an obvious value to the retail buyer is that they've maintained stability in their products/models over time to allow corporate and government buyers to build standards around their meters. Additionally, Fluke's market differentiators has historically incorporated a couple of other noteworthy features:
Lifetime warranty
Made in USA
Fluke unsurprisingly manufactures the bottom end of their 100-series in China. Similarly, they've restricted warranties on these to as little as one year. At the same time, Fluke doesn't fail to build into these units the basic safety considerations which are hallmarks of their products.
So is a Fluke 107 still a Fluke? For some of those for whom safety might be a primary concern and the price point isn't, this model of Fluke has merit. Others might justifiably argue against paying Fluke prices if you aren't even getting Fluke mainstay features like the two additional bullets I laid out above. The good news for everyone is that there are plenty of valid choices assuming trade-offs are taken into consideration.
Good luck!
Jon

BTW anyone familiar with the OWON handheld oscilloscopes [amazon.com]? I'm very tempted to get one of those.

This one is not going to be super popular to most. Lower functionality offering (though as stated meets the needs for most) and high price point for most looking for a basic meter. Might align with a few peoples situation.
Most of the basics already covered here. Only thing I'd add with a few of the recommendations (17/18b+, etc) is for the price of those as well, not having min/max hurts a bit.
Personally if you aren't about the fluke life and have been bouncing around the old freebie HF meters forever you won't be the most upset with yourself if you spend $20-30 on the whatever is current this year china meter. Right now it seems to be the kaisweets that's $30ish with the coupon to bring it down to $20ish on amazon. It gets you auto ranging, a little better protection, nicer leads and a host of other functions (duty cycle/frequency,temp,etc) as well. Nice to have for the car guys or what have you. Honestly just bigger screen, ability to easily use clips or needle probes or what have you, yeah that's going to be a good spot for a lot of people.
From there, research, hop into the hobby. No point in really pissing about with it. Want the fluke go for it, don't want to spend the money on the fluke live with it or be a teenager about it. my main meter is a 289 that's saved me plenty of time, 87v just for kicks, 1587, and then i bought a 117 to keep in a road tool kit and the display sucks, i'm disappointed and I don't use it. At this point I'd rather buy the todays amazon hotness if i'm going to buy anything less than an 87v (or dabble with the others if you want, bryman/greenlee/whatever the others were its been too long, the Kliens are a great price right now. personally if you were in between the $20-30 amazon meters and the 87v I would go with the EEVblog Bryman for $200 or whatever its at, been a bit since I looked at it but how can you not). Tons of options. Happy pixie chasing
I purchased it for like $90. Did a quick search, now it's $150+.
Fluke has a reputation to uphold, and Chinese electricians bursting into flames linked to Fluke products would be bad for business.
Of course, it's not a true RMS meter. If that's what you need, you'll need to pony up quite a bit more money.
Yes, I would recommend the 18B/17B series over this one, but only if you can put up with quite a bit more bulk.
For equivalent features, you'll pay about 1/4 as much. The accuracy & quality will be great. And if one day you decide you're more of a Fluke guy, you'll have a really great back-up meter for the car or whatever.

The reason you buy a fluke is not because it is better, but because it is easier to justify when going through testing. The name holds a lot of weight.
