The water ain't gonna do nothing except maybe bring over some ick or other diseases. Unless the employee gives you some water and squeezes out the filter into in and then hands it over. That will seed your bacterial colony as they were knocked off from the filter. That most likely will not be enough for a fish-in cycle depending on how many fish you have.
What I do when I set up a new tank is I cut a sponge in half that's inside one of my cycled tanks and toss it into the new one. Or run an additional sponge filter that I can pull out when needed like for quick quarantine tank.

Aaaaand - any local fish store will give you free water. Loading your tank with their water will bring all that good stuff you need to get your tank going in as healthy a way as possible - quickly and safely.

You should always quarantine your fish if bringing home into an established tank. I quarantine plants as well if they aren't from a pest free type package. I've saved myself from duckweed and snails by placing the plants in a container for a couple weeks. If you are buying all the fish at once and they are coming from the same place, I can understand tossing them all in together. Besides, not many people have multiple quarantine tanks set up for all the fish. That said, it is highly recommended that you quarantine new fish to an established tank. Most of the time you'll be fine, but you can wipe out your entire tank by introducing one fish. Not only expensive, but they're your pets and your responsibility to care for.
