If you're removing a bunch, spend the few bucks too make it easier but if it's just one or two.... Grab a crescent wrench instead.

It's not leaking/gushing on inside I think because of the stem bottom assembly. There's no shutoff valve to the outside faucet so would need to turn off water to whole house.
How would I use this exactly or would it be useful for my situation? I'd like to install an actual shutoff valve though at same time I replace the anti siphon sill cock. I also have zero plumbing experience so any tips recommended.

What I'm suggesting these valves for is situations like Texas had two years ago: lots of people without power, pipes freeze, the stores are empty of these quick fittings. At this price, having a few on hand lets you cut and cap off burst pipes to get other parts of the house working. Then they can be easily removed afterwards to do complete repairs.

As for the shutoff, if you want a whole home shutoff, I'm betting you need a plumber. On a fixture, they're pretty easy if you have access.
