The listing title then says FastFormat, not sure if that is referring to a feature of the drive or if that is the name of the Recertifiying company:
Update: FastFormat is a featue Segate drives have.
And then they define Manufacturer recertified as:
Talked to their customer service chat and they said they are recertified indeed by Seagate and that ServerPartDeals runs their own internal tests on top of it. That these drives are warrantied to have less than 50 power on hours.

[EDIT] Answering my own question.. it was the enclosure!
Can't really vouch for the drive itself yet, but I've read good things for months about even manu recerts exos from serverpartdeals. First bare drive I've ever bought used. Hope it works out.
19 hours and 2 power cycles according to SMART. I am not sure that means much if they have been wiped.

The drive per CrystaDiskInfo had 2 power Ons and 19 hours. Will post later a screenshot. Seatools reported the same. Currently runnning the drives self tests through Seatools, expect that to take at least a day, will report back once those tests are done.
Another thing to add is that the drive came with a white label with Seagate's brand printed on it, the label is identical to my other brand new Exo16 14TB drive except that it says near the Seagate brand Recertified. Also the hard drive metal case has laser etch the word Recertified on it. Build date was August 2021.
The drive was squeaky clean outside, looked as if it came straight out of a factory. Only notice a super minor scratch or small dent on the black side of the metal case, nothing that really worries me and a very faint line or scratch on the PCB.
I put a good fan in front of them to give them excellent cooling and started a stress test a couple of hours ago. No problems at all so far. I'll update if I find anything wrong with them.

Update: everything checked out fine with the drives and there were no problems at all after the stress test. I've since already integrated them into my unraid arrays. š
