They don't care what you do with the device; just make sure you activate it with the Fi SIM, and you don't put the Fi SIM into any other device during the promotion eligibility period.
Where does it say you cannot put the SIM into another device? I'm looking to let a family member use the service in their iPhone.

On top of that, I used pixel superfan codes for the orders, so Google Store gave me $100 coupons to their store for each order. Wasn't sure if that would work but a friend said it worked for him.
So basically i traded in 2 worthless phones and ended up with 2 new pixel 6a phones + 2 pixel A-series earbuds
NOTE: my deal was through the Google Store, not Google Fi, so their policy may not let you do 2 promos on the same account. Contact their customer care. They will probably allow it since all other carriers offer their deals per line instead of per account.
