FYI, this is the sale price literally every other month.

Costco swaps $150 off sales each month between Michelin and Bridgestone.

Inflation is insane. Got my last set at Costco in 2018 and it costs $300 more now for the same model.

Costco just plays a shell game with their Michelin sales. Sometimes it's $70 off with free (or 1 cent) install, sometimes it's $110 off with half-price install (install is $20), and sometimes it is $150 off. At the end of the day, it's all the same discount.
In the past it's usually been a one day online only sale on New Years Day.

There's so many to pick from. What's my best option for a 2016 Rav4 SE??

See Primacy MXM4, CrossClimate2, Defender2 and X tour...
Oh, and I'm in TN. I experience snow maybe a few days out of the year in winter.

Cross Climate would be good for better rain and snow traction. If you do not drive a lot as it has 60k warranty. They seem like the best selling tires. I live in Pacific Northwest and it rains quite a lot here.

FWIW I always use this deal to buy tires and I've never been disappointed. Relatively low price for Michelin tires, great service. Only downside is the long wait times to get it installed. It's best to schedule an appointment and drop it off rather than wait.

Consumer reports always rates crossclimate and defender near the top. X tour is the costcos in house model of the Defender and is essentially the same tire.

Yes, they will install the new sensors for you but NOT FREE. Costco charges, $25 for each tire dismount and remounts. The activation and programming (if required) is free.
