Just one data point, but I've bought blemished items from them twice and couldn't at all figure out what was blemished or otherwise not perfect. Would definitely buy from them again if the price was good enough, which it seems to be here.
On the other hand 'factory refurbished' are really just 'used' in a lot of cases...

I don't believe this is true at all. I'm in the process of registering my factory blemished drill kit from a posting a week ago. It arrived within a week. Happy as hell. Can't tell what's wrong with it, but factory blemished should by all accounts qualify for Rigid LSA. Paperwork is in the mail. Easy peezy. Considering this set now, but I hate paying 15 for shipping. Need to put more in my cart next time...
You can get LSA as long as you buy factory blemished. Refurbished does not qualify for LSA.
You are correct. For future reference, you don't need to mail anything out. Just upload the receipt to their site and they will do the LSA certification (they are often backlogged, so after 3 days or so, send them a reminder via the contact us link on their site and they've processed it within 24 hours after that
