$9.99 - $3 = $6.99 + $2 S/H each
(Note: In cart S/H for both ends up as $3 for me for some reason, so it's $1.50 S/H each but YMMV)

There's no way to get only blade for $6.99.
At least it would appear they are not charging $1.99 for shipping each blade...
