If you get gas and electric through PSE&G, you should be eligible. If you only get one utility, then you can't.
There is an electric savings kit and a gas savings kit for those who only have one utility.

I have PSE&G on Long Island and the "check if you're eligible" form only allows New Jersey for state. Then I scrolled down and saw the fine print that says NJ only.
doesn't look like anything free currently, but sometimes there are good deals to be had....
