I have progressive as well and I use Amex through PayPal and it has triggered the insurance payment offer

I get this offer each year and the only insurance I have is with progressive and it does not accept amex

Nothing between my and my partner's:

Platinum personal x1
Business platinum x1

Will update if the offer shows up.

Parenthetically, I've noticed in the last month I've gotten almost no new offers amongst any of our cards. The ones that do show up are pretty lack luster. Not sure if anyone has noticed the same or if it's just our cards?

Yes, I just to pay off 6 month GEICO bill using 2 Amex cards in December. Got $30 back, at that time the deal was 10% off the bill but capped at $15.

Thanks for your reply. I assume you have to call and ask for it, since the app -or the web portal- only has only the back account (routing/account#) info fields available. Need to figure out if the fee is more than the $20 CB from Amex. Not sure if it's worth the time/effort.
