Yes. When I put my T-Mobile SIM in it worked right away.
My attempts to unlock:
1/22/23: attempted to unlock online at att.com/deviceunlock as a non-customer, recieved error "WE CANNOT UNLOCK THIS DEVICE FOR YOU BECAUSE WE DIDNT SELL OR ACTIVATE IT". Contacted att who wouldn't unlock it or acknowledge that the device existed. Contacted Microsoft whom opened a case, but eventually was not able to proceed without a case # from att, that att could not(refused to) provide.
1/23/23: activated device at Att on post paid plan, attempted to unlock again. Made it further as a customer but recieved error that device needed to be active for 60 days to unlock.
1/24/23: canceled sevice with att(within 24 hours of activation), 2 hours later I tried to unlock as a non-customer, it allowed me to submit the request! Ive updated Microsoft with my unlock request # and will wait to see what happens. Due to my cancelation during Att's period I was advised I would not be charged a dime.
I'm not sure if this will fully work but it's gotten me further than some. I do not recommend giving att your money but it may be worth trying if you are stuck like I was, and hopefully if you cancel fast enough you won't have to pay. Good luck.

1/25/23 If you are going to do this leave the phone active with AT&t for at least 14 days, just got an email for my denied unlock request.
I previously purchased the refurb deal from woot for $320ish within the last year or so and the battery life was horrendous, like 30 mins to one hour without even using it. It was returned immediately.
Was hoping this would be better since new.
Anyone have any suggestions? I tried the OEM cable/charger, plugging it into my laptop, using my samsung oem charge for note 20 ultra.
Edit - Spoke too soon for mine. I just had to wait longer for the charge to kick in.
When you popped out the SIM card slot, was there an ATT SIM card there or was it empty?

Maybe. It was sold as new att locked and came like it was new. Didn't have anything on the packaging anywhere saying refurbished or anything.
Did that even happened? I have yet to seen anything like that. Interesting question you got there.

From past threads that I've read about this situation, it looks like you need to get in touch with a rep from Microsoft that specializes in Surface Duo support to better your chances of getting an unlock code.
"We can't unlock this device for you because AT&T did not sell or activate it."
Edit: I tried putting my T-Mobile sim card in it, but it says it is locked.
How in the world do I report them for illegally using solen IMEI numbers!?
