Cheapest cell phone plan for texts while roaming in Canada?

I'm looking for the cheapest cell plan that can receive texts (pay per msg is fine) while roaming in Canada.
I'm only receiving a few texts per month (mainly for 2 factor authentication).
I'm currently on Verizon's $3/month pay as you go, but they've been blocking texts while roaming. After multiple unsuccessful attempts to resolve this with support, I'm looking for another option.
