It was easy to read outdoors, stood up to damage, but the measurement was a quarter inch out compared to several others and it was trickier to clip to a belt.

Depends. Whats the alternative? E.g. if a good torque wrench is $100 and the cheap one $20, what good does the $100 do if someone isnt buying it? For example - engine oil plugs have torque specs. My guess is relatively few people actually look up the spec for their vehicle and use a torque wrench, they tighten it "enough". Personally, I do use a HF torque wrench which I know is not great, but if not for HF tools being inexpensive, I probably wouldn't own a torque wrench at all.
