I sorta see it as wrong to do also, however I am getting to the point that I see companies allowing this knowing that people are doing it. As if they know that they are still making a sizable profit on the tool that is kept even at that lower price, it benefits them to continue to allow it. If they weren't making profits, they would quickly change policy, or make returning these buy one get one deals much tougher.

Why would you think that. Home Depot advertises buy one get one deal not hackable , some hackable this one is hackable . If I bought a light bulb and a pack of chewing gum , Returned the light bulb is no different from the hack. It's 2 items separate on your receipt. If it was theft or fraud Home Depot would not list it separate on the receipt . It's not a secret it's been going on for years Home Depot would have stopped listing deals the way they do if it was wrong.
