Friendly reminder to never redeem your points as a statement credit for Citi double cash, just get the cash back deposited to your bank account. That way you can fully realize that 1% cash back on card payments.

How does the Rewards+ 10% back work? Do I have to purchase GC or redeem for travel? Can I redeem for cash into my bank account and get the 10% bonus?

Judging from previous Citi Double Cash Paypal offer (spend $200 get $20 back) I think 5% is on top of usual 2%. Actually it will be 1% + 5% + 0.95%(payment) = 6.95% .

I don't know what Citi's actual intention was.
But in 2022, I had this offer on my Double Cash --- spend $500 get $25 back.
What I saw on my all 3 of my statements were:
Purchase : 0
Bonus: 4x
I complained to Citi and they gave me a statement credit of 1x for the $500 = $5.
It seems, and I can be wrong, that Citi intended for 4x (bonus) + 1x (payment) for these Paypal purchases based on the statements.
I don't think it will be 10%.
I suspect it will be 9% = 1% base + 4% top category + 4% Paypal
This is how Chase did it in Q4 2022; 7% = 1% base + 2% (drugstores) + 4% Paypal.
All Citi merchant offer rewards are posted as a statement credit. You don't get reward points on statement credit. In this case $100 PayPal transaction will earn you:
$1 - on purchase
$5 - merchant offer (it will be posted as a statement credit)
$0.95 - on payment (100 - 5 (statement credit)).
Grand total = $6.95 or 6.95%
This doesn't code as a Merchant Offer on the statement.

They gave me just 5% total --- 0% purchase/base + 4% bous + 1% payment.
When I complained, they gave me another 1%.
Chase's way is 1% base + 4% bonus for Paypal.
