Your account status will have a bullet-point of items you need to fulfill for the offer, and as you accomplish each step, the bullet points will change to check marks (though, the check marks may take a day to show up). So, if you wanted to activate now and port in later, then you should be good. The process on the phone happens in two distinct parts - 1.) You turn on the new phone, get connected, activate it, etc... and 2.) You have to manually download Google Fi on the new phone to then initiate the Port-In process. So, there needs to be some leniency in the process to accommodate those two steps.
So you don't need fi app to activate without port-in? I need boost pin from boost csr and they have been down for a few days it seems

With my previous Fi deals that required a port-in, the port-in info was already in the Fi account (entered during ordering). When I got the phone, I connected it to WiFi, downloaded the Fi app and logged in with the same Fi account that ordered the phone, then ran it to activate the phone. It pulled the port-in info from the Fi account and completed the port-in at that moment.

-- Turned on the phone, transferred all my settings from the old phone to the new S23 Ultra, and then I downloaded the Google Fi app onto the S23 Ultra and started the port-in process using the Boost Number phone #, account #, and PIN.
-- It took a little over 2 hours for Google Fi to complete the back-end process of transferring my Boost Mobile number.
-- [Update - After a short delay, on the morning of Feb 25, my Google Fi account now reflects that I "activated the device on Feb 24" and that I "transferred a number to Fi". The count down says "Stay active on FI for 120 more days."

In all, a pretty smooth process. It was easier than I expected, and really the hardest part was just being patient and not worrying too much about the whole thing.
I had a similar experience. I was getting worried as FI said the transfer takes about 15min and it took 2+hours.

Some of the questions it asks were not provided on the E-bay message but I was able to go to https://myaccount.boostmobile.com (that site worked for me even while main Boost site was down) and got the ZIP code and name on the account.

Ordered a S23U black on 12/2 received it on 2/24 via UPS.

You should be able to turn on the phone and operate it on Wi-Fi, but you won't be able to operate it on a mobile network (ie: 4G, 5G, cellular data or text). Practically speaking, if you wanted to get a head start by downloading apps, transferring your old phone data to your new phone, and getting your apps set up, then you should be able to do so. You can do all of that by turning on the phone and using Wi-Fi/Bluetooth/NFC to do that.

But, for the purposes of accessing Google Fi's cell network and starting the 120-day countdown for the promotional terms, you'll need to complete the port-in.

As for the Boost Network, I'm still a bit surprised as to the difficulties you're alluding to. I was able to activate and port-in with Boost Mobile last night, and I was able to get in touch was Boost's CSR chat last night too. I used this URL - https://www.boostmobile.com/suppo...ct-us.html . Google Fi is sending activation reminder email, but my phone is yet to be delivered (eta 02/27-03/14). It also says "If you signed up with a promotion, you have 30 days from signup to activate your service and receive your credit." I placed my order on 02/14. What's up with this? Anyone?
