I believe he is referencing the fact that both AMD and Nvidia have publicly stated that they are reducing supply to artificially keep prices high.

It doesn't matter if they aren't selling well, all they have to do is reduce supply enough to make sure that what does sell is extremely profitable.

Those two companies would rather make a billion in profit from selling a million graphics cards, than make .9 billion in profit from selling 10 million graphics cards... even if that means 9 million people can't afford to game.

biostar is a taiwan company, also says it's shipping from a us store. i believe they a regional headquarter in the us.
