Regarding this deal, the reason why the resort is so cheap, is that it is on the opposite side of Turks and Caicos from Grace Bay. Grace Bay is THE place to stay in Turks and Caicos for a multitude of reasons you can google by yourself. It is however very expensive because of this. If you don't mind "roughing it" a little bit, Club med Turks is similarly priced to this deal and is right on Grace Bay.
One last thing, for anyone that does decide to go to T&C, there are lots of sand fleas on the beach, so make sure you don't leave any part of your body directly on the sand for an extended period of time. Don't bring used beach towels back into your room. If you do, you will end up with tons of very itchy bites for the duration of your trip.
And drinking the water is safe.

Perhaps that varies by season? We went to 4 or 5 beaches there in April and nary a flea at any one of them, and we brought towels back to our rooms!
