I mean this isn't a hot deal if you take a bigger picture view of the market... in 2023 the CPU, NAND, RAM, and GPU prices will fall so if you can wait, I'd recommend waiting and getting the superior 13400F.
XMP is not mandatory to run memory but without XMP you will not get the best performance.
Its a simple BIOS design to only enable XMP for specific make/model of memory so Lenovo could do that and prebuild OEMs sometimes limit their "supported" upgrade options to their own branded parts.
In otherwords yes Lenovo could easily lock out memory XMP for anything but the Lenovo sold memory. This doesn't mean you can't throw in more memory from other brands but you won't get XMP performance.

It's always been that way, maybe you are thinking about the 3060ti?

What does XMP lockout have to do with the brand of ram? The 13400 is a minor boost in performance so you could say that about any older chip when the new one has just come out...
My old Asus prebuilt didn't allow xmp, and the only ram that it would recognize at 3200 was crappy high-latency sticks that I had to pay way too much for. Tried two other sets that would only run at 2400.
The two things might not be directly related, but they go hand in hand on cheaper prebuilts.

Yeah but that doesn't seem like what's he's saying to me. He seems to be suggesting if you wanted to go from 16gb to 32gb you'd have to buy some special Lenovo ram.
XMP lockout would mean that only some memory is able to be setup with XMP
