you can use the strip part that is covered in clear epoxy outside as long as it is not in direct weather. the electronic controller needs to be in a covered box or inside. i use an old school regular rgb epoxy covered strip around the outside garage door with the controller just inside of the side of the garage door. its been like that for years and still works. the white strip is a bit discolored.

this is a decent price for rgbic 32' with protective coating. the price just appears to be high, but it is for 32' which is double the 16' for about $13 when on sale and not even with protective coating.

Assuming this is 6 wire - does anyone have a preferred brand of connector to break this out to a cable to run as an extension?

I have this. Extending the 32ft is not possible. Any longer it would need more power. Amazon does sell 64ft BUT it's 2 separate kits.

I've installed the regular Govee RGB version (4 wire) at my mom's house and have linked 3 16' lengths together by de-soldering the the connector wires, cutting back the clear coating, and using simple RGB strip union connectors. These power on just fine and are just as bright as a single 16' strip. Are you saying that this would not be possible with these?

I believe all their RGBIC is 3-connector. Look at the questions on Amazon for the various RGBIC and you'll note that Govee recommends these never be cut. This is because the controller is programmed with the exact number of lights to control them independently. They can be cut, just not recommended by them. As far as extensions, those would just not work since they're not programmed in the controller. You would need to buy another length which will come with its own controller, then link the two in the app.

This is based on the research I did recently. There's a whole reddit dedicated to the lights by this company if you want to check things.

I bought couple of these back in Dec of 2021. They are great. I had them synced for better effects.

I think what OP is asking, is if you have an LED strip, and you want to split it into two pieces and reconnect it with wiring (such as 18AWG wire) so that you can get around an obstacle, will it work. And the answer is most decidedly yes. As long as you aren't actually removing any of the LED strip, and as long as you aren't adding some crazy length of wire in between it should work.
