Discover only tended to offer them periodically and they'd be listed as an option for purchase in their GC portal. The ones to look for will have "run as credit" or something to that effect printed on the front, NOT "redeem online". From there you're looking for ones that support retailers that sell 3rd party GC. Lowe's does this.
