You can only purchase 2 per transaction.
I was able to make 2 orders, the first order contained 2 cards and I was charged $80.
The second order contained 1 card and I was charged $40.
I can't say for certain if I've purchased Nintendo Store cards at Costco in the past year, but wanted to let everyone know the limit is two cards PER ORDER.
I've also received both orders, none were cancelled, however I have ordered digital cards from Costco before (I think the last time was back when I ordered 1yr Xbox Live subs, but not 100% sure).

EDIT - Just read the fine print on Nintendo's website. I was thinking of paying for 1 months of Switch Online in order to buy vouchers and using them later. Sounds like to maximize savings, I should use the vouchers within 1 month of buying.
I rarely play Switch games, and definitely not for multiplayer. Just looking for best deal on Zelda TotK and maybe another game (probably Pikmin 4).
