I looked at several reputable sites online and concluded that the Debit and Reloable cards do not do a hard pull; SSN is required for a soft pull/identity verification.

Attempted to use the $40 off coupon. Order said it was placed and then disappeared, no email, no order history, nothing. Called target help center they have no record of the order or the coupon being used, however the coupon now says invalid. Both target and target red card are pointing the finger back at each other and saying it's not their fault, they don't know what to tell me. You lost the coupon. Sounds like a scam to me, beware when applying.

Had the same experience it happens when you try to redeem a gift card offer combined with the 40 off. Like the tide deal. You are SOL tbh. They won't issue you another one. If you get a nice cs rep they might credit a future order like they did for me. But I had to talk to 4 reps. It really wasn't even worth it

Yes, you can use the coupon without activating reloadable RedCard. I still have not activated mine since I got it several months ago. The catch is you can not use the coupon for anything Target sells. There's a rather long list of exclusions. I bought clear storage bins with my coupon.
Yes it requires your real SSN and birthday, it does that background check questionnaire about addresses you lived or cars you had, even for the reloadable. When people say they didn't activate the card, does that mean didn't reply to the activation email, or didn't call in some activation number when the card arrives. I did the former, not sure if the latter is required.

it comes in the mail. There are two barcodes on it, make sure you use the right one. It's not easy to use.
