It's safer to assume the total has to be $60 (in your case) before tax but after any discounts including RedCard 5% discount to qualify for the bonus offer.
Total = $63.64
-Red Card 5% ($3,18) = $60.46
+ Tax ($0.35) = $60.81
I got my GC, but it hasn't checked off the completed thing under Target Circle Bonus. It still just shows activated.

Last time when I completed my Circle earning offer was last November (I bought Ebay eGC online and it qualified). It is possible Target changed the program this year.

Sometimes it seems they tighten stuff up as the week goes on too. When they offer discounted Apple GC's it's always limit 1 nowadays. Some people seem to be able to order multiple (even online on the same account) early in the week. IDK what's up this time.
