CDs went up to 52x but DVDs were up to 24x. But 1x dvd = 9x CD

I think this deal is more for people wanting to do as you suggest and getting old media from CDs onto the cloud or local storage. If you have a newer PC there's no disc drive to do that so for $20 your problem is solved.
