Recessed means it sits deeper than the surface of the wall. Flush means it sits perfectly even with the surface of the wall (Most regular outlets don't even sit flush, they protrude about 3/16" or so)
This thing clearly sticks out from the wall about 1 1/2". You could say it sits tight against the wall, or you could say it protrudes from the wall, but two things it definitely does not do is sit recessed or flush to the wall.
FYI, you can buy both recessed and flush outlets. They require a little bit of electrical work and/or drywall modification. See images

I do know what you're talking about as I have a in-wall recessed Pass & Seymour outlet box I had to cut into my kitchen wall and wire up, myself. None the less, I think it's clear from the many pics in the OP that this is NOT an in-wall recessed box.
The title implies that the entire device is recessed. It also somehow implies that the device is flush to the wall. It can't be both, and like I said before, it is in-fact neither.

Nowhere in that title does it claim to be flush or recessed. Probably because Amazon would make them change it if it did.
Nowhere in the description does it even say any form of the word "recess"
In the middle of the second bullet-point paragraph in the description, it does say,
which is a misnomer, but given the person who wrote the description obviously isn't a native English speaker, I'll give them a pass. Either way, "Flush to..." and "Flush Against..." mean completely separate things, and the latter mentioned is arguably improper.
Saying the pictures make up for misleading text, I don't think I can get on board with that either. I can't list a car saying "Mustang For Sale" and then show pictures of a Volkswagen and not expect to get hassled.

Meeting the latest version of NFPA code with AFCI breakers would be a much better idea, IMHO, although not cheap. But would be better than a truckload of UL crap.

A device could be stamped ETL / UL / ... or what have you, in itself that is meaningless
These suspect products are often are stamped as rated and are never submitted for said rating
Inexpensive (kind attribution for crap) are known to be shortcut by companies of no provenance
The rating is only valid if it continues to be manufactured to the standard of the sample submitted

Therefore in an SPD, or whatever, you would need to stick with Tripp Lite / APC or a similar manufacture with a vested interest in producing to spec
Your purchase must also come from a legit supply chain
I would be very skeptical about purchasing charging plugs or power plugs that not were properly UL certified.
Being cheap does not help when the device starts a fire in the house.
