Dell still ranks third in number of PCs (desktop plus laptop) shipped worldwide with about 19% market share, after Lenovo and HP (year end 2022). Dell's share of the leased PC market is even larger. Nearly 60% of Dell Technologies, Inc. revenue comes from its Client Solutions Group, with most of the remainder coming from their Infrastructure Solutions Group. The bulk of this hardware is supplied on lease terms.

So Dell turns over millions of leased PCs every year. They've been selling off-lease hardware since the late nineties (if not earlier), offering these ever changing promotions as inventory fluctuates.

I think these "deals" are just being noticed and posted more frequently recently by slickdealers, although increased deal frequency may also be part of the picture.
Most companies are if you look. Trying to get rid of inventory. Recession.

I open a command prompt with Admin privileges, then run ... powercfg /batteryreport /output "C:\battery-report.html"

It creates an html file report. It'll show the Design Capacity and the Full Charge Capacity.
On Windows, this - or just "powercfg /batteryreport" for output to screen.

Linux command line:
"upower -i $(upower -e | grep BAT) " OR "upower -i /org/freedesktop/UPower/devices/battery_BAT0"
OR
"acpi -i" OR "acpi -V"
OR
"batstat"

.. and so on

Why would one buy grade B refurbed Dell, when you can get Thinkpads at the bay with similar price and better specs? I think HP and Dell quality is bad in the consumer and business low tiers. Work station laptops are better for built quilty but costs more. my 2 cents.

You dont need 32gb ram on i5-8350U. This cpu is outdated, it will overload before you can consume more ram.
That's not really how it works. More memory is useful when memory is the bottleneck. Not as useful when CPU is the bottleneck. There is lots of stuff that takes almost no CPU that can eat lots of memory, though, and if you are a little bit technically savvy you can set up a ramdisk to make this HDD laptop perform more like one with a SDD.

No fan for Dell's laptops, let alone used ones.

Sounds like you're running low on blinker fluid.

This cpu benchmark score is 6700. I think the laptop + 32GB RAM is good enough for programming (you can run a bunch of docker containers there or a kubernetes cluster using kind).
Does anybody know if it can drive a 4k monitor?

The laptop is fine, but the price isn't very good. The base price of $150 is only for HD models with the lowest amount of RAM & HDD & B grade. An FHD with A grade with 8GB RAM is already $209, which should really be closer to $180 or $170.

Yes but I believe the HDMI can only do 4k@30, only the USB-C video can do 4K60.

Can the promo gift cards be used on these? I didn't see a place to apply a giftcard but also didn't see it as an exclusion...

They can't because DellRefurbished.com isn't the same as Dell Home/Office.

Dell 5490's come in both 7th gen (i5 = dual core) and 8th gen (i5 = quad core) so spend the extra $10-$40 and make sure you get 8th gen!

Price for my personal minimum specs (16 GB RAM, SSD) is about $220 with tax. Only SSDs available are 256 GB. Barely enough for Windows 10 Pro and a few programs. Given the likely need to spend about $40 for a new, non-OEM battery (and the time to replace it, not too much), the true cost is about $260.

IMO, that's too close to the price of about $500 for a brand new laptop with a CPU that more than 50% faster, Iris Xe integrated, onboard GPU or AMD integrated, onboard GPU that is much faster than the Intel UHD 620 that comes with the i5-8XXXU chips, and NVMe M.2 SSD instead of an older SSD. I would pass on this. Better to spend a little more.

Now if the price truly was about $140 to $160 (and budgeting an extra $40 for a battery replacement) for my personal minimum specs (16 GB RAM, SSD), then I would say that is a slick deal.
As long as people don't constantly open n close consumers laptops they last 10-15 years without hinges broking after 300 cycles. I have yet have 10 laptops break after 5-20 years. Especially the ones like $400 Acer Swift, Asus with 11th gen i5, 16gb/512gb. Just avoid HP, Evoo(Gateway)

These business dell lat/thinkpads will get people 5 years of heavy use. About the same or half life of consumer laptop in heavy travel use.
