So Dell turns over millions of leased PCs every year. They've been selling off-lease hardware since the late nineties (if not earlier), offering these ever changing promotions as inventory fluctuates.
I think these "deals" are just being noticed and posted more frequently recently by slickdealers, although increased deal frequency may also be part of the picture.

Dell 5490's come in both 7th gen (i5 = dual core) and 8th gen (i5 = quad core) so spend the extra $10-$40 and make sure you get 8th gen!
IMO, that's too close to the price of about $500 for a brand new laptop with a CPU that more than 50% faster, Iris Xe integrated, onboard GPU or AMD integrated, onboard GPU that is much faster than the Intel UHD 620 that comes with the i5-8XXXU chips, and NVMe M.2 SSD instead of an older SSD. I would pass on this. Better to spend a little more.
Now if the price truly was about $140 to $160 (and budgeting an extra $40 for a battery replacement) for my personal minimum specs (16 GB RAM, SSD), then I would say that is a slick deal.
These business dell lat/thinkpads will get people 5 years of heavy use. About the same or half life of consumer laptop in heavy travel use.
