So Dell turns over millions of leased PCs every year. They've been selling off-lease hardware since the late nineties (if not earlier), offering these ever changing promotions as inventory fluctuates.
I think these "deals" are just being noticed and posted more frequently recently by slickdealers, although increased deal frequency may also be part of the picture.

my condition A had 75% battery, good enuf. some have said that Condition B is a gamble, but the battery should work or consult Customer Service for a new one.

Battery at 82%, a bit dusty inside (just blew it with an air compressor), wiped it down, and it's good. The fastest laptop I've owned. Grade B is a gamble but with free 30-day returns, I'll take it. Ordered two more for my pop and a homie

Grade B on a desktop would be ok for me, desktops normally aren't dropped or thrown like a frizbie. they just sit, that's it in an HVAC controlled office. not so with laptops so i went with Condition A, which is hopefully 'one and done' one stop thinking.

Does anybody know if it can drive a 4k monitor?
If someone doesn't have demanding computing needs then Docker can be run on much more modest CPUs than this. For example, a Raspberry Pi 4B can run several Docker containers, and that model of Raspberry Pi could have as little as 1GB of RAM. However it is very difficult to find Raspberry Pi boards right now! So buying old laptops and using those instead could be another option. It doesn't make much sense to buy a Raspberry Pi 4B for $150 on eBay when a refurbished laptop can be had for about the same price or even less. The laptop would use more electricity than a Raspberry Pi, but the laptop would have much more processing power as well. Interesting comparison of the Broadcom BCM2711 (CPU of the Raspberry Pi 4B) vs the Intel i5-8350U here [gadgetversus.com]. The Pi has only 4 watts thermal design power (TDP) compared to 15 watts TDP for the Intel processor (so Pi is much more economical to run). However keep reading the comparison table & it's clear the Intel CPU is way more powerful .. Passmark CPU score of 6,302 vs 1,375 for the Pi. And so on. If you want more power you pay more for electricity.
The Pi makes more sense if Docker container demands are not very high, as Docker is very economical at running containers and Pi uses much less electricity... but that idea falls apart if the Pi is not affordable to buy. In that case keep an eye on the stock tracking websites, I guess! Or get a laptop and use that instead, knowing that you will spend more on electricity.

I like to use the latest version of any operating system, as it will receive good security updates and patch support. Windows 10 is still recent enough that it will receive updates as well, so I also don't see an issue with staying on Windows 10 either. Windows 10 has been out longer so most of the bugs have been worked out; it's a very polished operating system at this point. I have used both and I think they're both fine.
