Put an eligible item (sold by Amazon shipped by Amazon) in your cart, then go through checkout and apply select the card and apply the minimum cash back to the order (I usually use 0.01 if it lets me). See if a discount is taken off.
Not if you're buying from eBay. They will go by terms of service unlike other purchase options who covers the items regardless of the 30 day timeframe.

Discover doesn't add any additional coverage. So if there's a card or service (I know PayPal used to cover longer than the 30 days) then you're better off using that for eBay purchases.
While trying to place an order now, the discount wasn't showing up despite selecting a 0.10 as points.
