No, it's not. Microsoft doesn't sell Office this cheap for retail licenses. These are volume licenses being sold against the terms of use, which can be revoked at any time when MS catches on.
Highly recommend LibreOffice or OpenOffice, both of which are open source and 100% free to use.
This deal is probably selling a legit key because it's overpriced and sold & shipped by NewEgg. The shady ones are the $10 deals.

For Excel at least, a ton. Office 365 is now updated monthly. And there have been a lot of new features / functions added within the last 15 years. But if you're not using it for work and just use it occasionally or infrequently, you probably don't need to upgrade.

The biggest challenge would come when/if you upgrade to Windows 11. Office 2007 and 2010 are the oldest versions of Office which can be operated in Windows 10 yet neither is officially supported in the Windows 10/11 environment.
I've actually had Windows updates bork my installations of Office 2010. But, as long as you're careful during updates and also have an installer and key at the ready for reinstallation, there's no reason you can't keep going strong with Office 2007.

I use Excel just about every day for both work and personal projects. I have licenses for Office 2019, Office 2021, and have a developer account for Office 365. I use lots of the modern features that have been introduced since then. But if you don't need them there's no reason to upgrade.
