I used 1 tsp each, citric acid granules and baking soda, 14 oz water, and 2 oz Dawn Platinum. Mix the citric acid, baking soda and water together first, and let it bubble off, then add the Dawn and mix before adding to the sprayer bottle. When mixing, make sure you use a large enough container (at least 4 cups) to handle the initial foaming. When combined, the mixture will have a light blue, milky color, and a thicker viscosity. It's great because it sticks to whatever you are spraying it on. It rinses off easier too.
Update 3/28 - I tried experimenting with different amounts of citric acid and baking soda. The more citric acid you add, the fewer suds you will get when spraying, but the citric acid is really effective. I think a 1 to 1 ratio acid/soda is best. By all means test different amounts. Honestly, I don't know the best amounts yet, but I'm still testing. The formula isn't harsh on your skin and there aren't any noxious fumes.

I started DIY refills because I find the scents in these way too strong and scentless powerwash bottles (nevermind deals!) are hard to find.
Super easy to throw 4tbsp clear dawn and 2tbsp isopropyl into the bottle and top off w water to refill!
Right now I use a decent amount of Dawn and fill it up until the sticker starts (Between the bottom of the bottle and label).
Then I give a quick pour of 91% Isopropyl alcohol. I say just enough until it meets with the 16 ounce text on the label.
Finally, I fill the bottle with distilled water up till the cap/nozzle starts to meet the bottle. Don't fill it up all the way to the true top of the bottle as the foaming action of sprayer will not work properly.
I find this Cheap Basterd formula works fairly well and does not require careful measuring which I'm too lazy to do and is not too much of a hassle to make...

You can make your own with Dawn soap at much cheaper price.
You can't. This stuff is Dawn in name only and is a completely different product than Dawn dish detergent. It has highly concentrated surfactants which make it clean very aggressively, kind of like a gentle oven cleaner. There is no substitute and it is well worth $2.50 per bottle.
