BTW this concept of a balance bike works way better than training wheels to teach kids to bike. I taught 3 kids how to bike this way at age 3-4 (removing the pedals and lowering the seat to begin with) and they learn very quickly.
She's now getting the hang of Cleary Gecko which is a 12 inch bike with standover height of 15 inches. It's the smallest pedal bike they make and it's still a bit too large for her even though she's 36 inches tall and 25 months old. She'll probably be riding her bike at 26 or 27 months.
Balance bikes without pedals are great for two year olds since the standover height on them is far smaller than pedal bikes.

It depends on the kid mine started using balance bikes at 18 months or so and they really too small for most pedal bikes at that age, now my son is almost 4 and can ride pretty well but my 2 year old daughter can quite touch the ground on her pedal bike yet
