As a driver, I don't have to accept any order that I don't want to.
It's no longer a tip, it's really a "bid for service". Yes, the base rate in my area is $2.25, but I ain't getting off my butt for $2 bucks. If you add a $2 tip, it comes through as $4.25 (base + tip). If it's close, I'll take it.
The problem for the customer is even if you "tip" $5 bucks and the order comes through as $7.25, you could get a crappy driver. Takes too long, leaves order in front of your outward swinging door, etc.
Longer drive orders, the base rate does go up.
