If you go to the product page and look at the product picture. One of the picture show the back of the box. And in that picture, it said.....

"100-watts across two USB-C port with Power Delivery and PPS quickly charge your devices....."

Another picture show the Output of the USB-C1/C2 slots. Which also indicate (PPS)

So why you said this doesn't support PPS?
I bought this last time it went on sale and recommend it. It lives in my work bag and charges my laptop, phones (iPhone 13 and Pixel 7) and ear buds quickly and without issue. Nice to have only one brick for everything.

It's obviously a typo, Insignia is a US only brand. I suspect it's 120-200V auto detecting.

This is basically a smoking deal even without business account pricing, which then would be at $28. These specs are hard to come by at this price from a decent brand.
