What removes a given mark/stain is a function of what that mark/stain is. Permanent marker, for example, will come out with an alcohol-based cleaner but not with water (unless you physically abrade it away like you're doing when you use magic sponges). Crayons are tougher as they are wax, your best bet here is magic sponges although as I said you are literally sanding the crayon off the surface and this will cause aesthetic changes in the paint (e.g. will look duller). Goof Off is a great solvent for various things, but be careful when you have a porous surface (walls).
No. In this case you want an acidic cleaner that will dissolve the mineral deposits. Any "tub and shower" or "calcium lime rust" cleaner is just mild acid(s) in water. Zep also makes such cleaners.
