Not really... It is just a fad.. at least 70% overhype and 30% genuine features..
It's somewhat hit or miss on which car companies 1st party leases will pass the credit... AFAIK Tesla does not but neither do Ford, GM, or many others (while some others do).
You can probably find 3rd party lease companies that will though.

EV in San Diego makes no sense from a equivalent mpg perspective.
I don't understand why you would not take advantage of EV charging off peak hours, and choose the worst on peak rate ( kind surprised you forget to mention the potential 80 cents per kilowatt hour that's has been proposed by sdge) But I also understand a troll is a troll

The irony of the $7500 tax credit is that most people that can afford a Tesla can't qualify for the tax credit based on income lol!
If you lease your income is irrelevant and the leasing company should qualify for the full credit and can pass that along to you in the least terms.
So, where does one find such company?
